NOC for study abroad
The No Objection Certificate is the Ministry of Education's permission paper for students going abroad. You may be able to get it from home, without paying anyone to do it for you.

The online route
As reported by the Kathmandu Post (kathmandupost.com, checked 2026-11-07):
- Apply online.
- The NOC branch verifies your application.
- Pay digitally.
- Print the certificate at home.
The system has been online since 15 May 2023. Certificates from the National Examinations Board (NEB), Tribhuvan University and Kathmandu University can go through online.
When you still go in person
Most applicants have not finished fully online. Of 339,851 NOCs issued since the launch, 88,480 were fully online, about 26%. Others go to the NOC branch at Sanothimi, Bhaktapur (kathmandupost.com, checked 2026-11-07).
Check the ministry's current instructions before you travel, as the certificates accepted online may have grown.
How many students apply
- 114,924NOCs in FY 2082/83, from one source (collegenp.com, checked 2026-11-07)
- 123,092NOCs in 2025 (kathmandupost.com, checked 2026-11-07)
The two cover different 12-month periods, so they do not match.
The UAE rule
After student complaints about fake institutes in the UAE, NOCs for the UAE have gone only to institutions recognised by its Commission for Academic Accreditation, since 14 November 2025 (kathmandupost.com, checked 2026-11-07). Check that a college is recognised before you pay it anything. See study abroad scams.
Before you pay anyone for a NOC
- Ask what they do that you cannot do yourself online.
- Keep your own login and your original documents.
- Get any service fee in writing, with a receipt. See before you pay.
